&lt;h3&gt;Report approval completes second of three major tasks for source protection committee:&lt;br /&gt;SPC now focuses work on development of source protection planning policies&lt;/h3&gt;
&lt;p&gt;The Province of Ontario announced on January 9, 2012 that the Ministry of the Environment has approved assessment reports for the Maitland Valley and Ausable Bayfield source protection areas. The Ausable Bayfield Maitland Valley Drinking Water Source Protection Committee (SPC) will now focus its efforts on development of source protection planning policies in 2012.&lt;br /&gt;&amp;ldquo;A lot of scientific study went into assessment report creation and refinement over the past three years,&amp;rdquo; said Laurence Brown, Chairman of the local SPC. &amp;ldquo;The successful completion of these reports now gives the committee the ability to devote our energies to the development of source protection planning policies to protect drinking water.&amp;rdquo;&lt;br /&gt;He thanked everyone who contributed to the creation and refinement of the reports. &amp;ldquo;I would like to take this opportunity to thank the public and municipalities who, through public meetings and working groups, have provided valuable comments to the committee and staff during the assessment report preparation,&amp;rdquo; he said.&lt;br /&gt;Maps and content of the approved assessment reports, and information on drinking water source protection planning in this region, is available online at sourcewaterinfo.on.ca or available for review at source protection authority offices. Assessment reports identify watersheds in source protection areas, characterize quality and quantity of water, and set out water budgets. The reports also identify significant groundwater recharge areas, highly vulnerable aquifers, surface water intake protection zones, and wellhead protection areas around municipal wellheads. The reports identify any drinking water issues and list land-use activities that are or would be drinking water threats in certain vulnerable areas in certain circumstances. The reports also list conditions resulting from past activities that are drinking water threats. Significant drinking water threats can exist in the 100-metre radius of a municipal groundwater drinking water source, in the most vulnerable parts of the two-year time-of-travel area around the municipal well, and (in the case of chemicals called dense non-aqueous phase liquids) in the five-year time-of-travel area around the municipal well. Significant threats can also exist around a surface water intake but no significant threats have been assessed near the two lake intakes (Goderich and the Lake Huron Primary Water Supply System near Grand Bend) in the Ausable Bayfield Maitland Valley region.&lt;br /&gt;Reference to drinking water threats does not suggest there is an immediate threat to drinking water on a landowner&amp;rsquo;s property, according to the committee. The word threat in this case indicates one of 21 land use activities (such as sewage stored in a septic system or oil stored for home heating) that has the potential, in certain circumstances, to pose a threat to municipal drinking water sources, if not properly managed. Completion of assessment reports was the second major task. The third major task is creation of source protection plans which take effect in the second half of 2012, following municipal and public consultation. Municipalities in the region are continuing to provide input into the development of policies to protect municipal drinking water sources in the Ausable Bayfield Maitland Valley Source Protection Region through the Ontario Clean Water Act, 2006. The public will have opportunities in the spring of 2012 to review and comment on draft policies when they are prepared and released.&lt;br /&gt;The local committee can reduce risk to drinking water supplies through plan tools such as education and outreach, financial incentives, land use planning changes, monitoring, and provincial prescribed instruments. The committee may also require risk management plans in certain cases or restrict or prohibit some land use activities, on parts of some properties, if the members feels those actions are necessary to protect the community&amp;rsquo;s drinking water supply. The committee would use the stronger actions only when needed and only in the most vulnerable areas of the region near municipal wells.&lt;br /&gt;Landowners can take positive action now to protect drinking water and may receive grants to cover the majority of the cost of their voluntary projects, through the Ontario Drinking Water Stewardship Program (ODWSP). Eligible projects in wellhead protection areas or intake protection zones may include well decommissioning and upgrades, septic system upgrades, runoff and erosion control projects, agricultural best management practices, fuel storage containment, and storage of dense non-aqueous phase liquids (harmful chemicals that are heavier than water and that are almost impossible to remove from a water source and may not be detected in water quality monitoring). &lt;p&gt;More owners of business, farm, and residential properties closest to municipal wells can receive grants for their projects that protect drinking water sources, thanks to new funding announced for the Maitland Valley and Ausable Bayfield areas.&amp;nbsp;&amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp;&lt;/p&gt;
&lt;p&gt;The Province of Ontario has announced Early Response, the second phase of the Ontario Drinking Water Stewardship Program (ODWSP). Ausable Bayfield Conservation Authority (ABCA), in partnership with Maitland Valley Conservation Authority (MVCA), will receive $315,400 to help fund eligible projects that address specific local drinking water threats in the region. The new provincial funding will help reduce the potential for drinking water contamination through financial incentives to landowners for voluntary projects. Eligible projects may include upgrades to private wells and septic systems, decommissioning of wells or septics, fuel storage, containment and storage of harmful chemicals (dense non-aqueous phase liquids), manure storage, runoff and erosion control projects, and other best management practices. &amp;nbsp;&amp;nbsp;&amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp;&lt;/p&gt;
&lt;p&gt;Seaforth\'s Bill Scott is one of those landowners who has taken the initiative to protect water through the Ontario Drinking Water Stewardship Program. One of his projects was to upgrade his family\'s well to reduce the chance a contaminant might enter the well. His other project was to decommission a shallow well on his property. Properly capping an unused well can eliminate a pathway for a contaminant to reach the groundwater source. \&quot;Decommissioning the shallow well on my property helps protect my own family\'s drinking water source and it also helps protect the municipal wells which are the Seaforth community\'s drinking water source,\&quot; he said.&amp;nbsp;&amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp;&lt;/p&gt;
&lt;p&gt;The Province of Ontario has committed $28 million over four years through ODWSP to help owners of industrial, commercial, agricultural and residential properties to protect municipal drinking water. The local conservation authorities have been delivering the grant program, in partnership with the Ontario Soil and Crop Improvement Association (OSCIA), since 2007. Landowners near municipal wells in this region have received close to $600,000 since that time to assist their stewardship projects that protect their community\\\\\\\\\\\\\\\'s drinking water.&amp;nbsp;&amp;nbsp;\&quot;Conservation Ontario and local conservation authorities are extremely pleased to continue this important partnership with property owners and with the Ontario Ministry of Environment,\&quot; said Kate Monk, ABCA Supervisor of Stewardship and Conservation Lands.&amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp;&lt;/p&gt;

&lt;p&gt;The&amp;nbsp;work that is being done here in the Ausable Bayfield and Maitland Valley Source Protection Region will help our community protect drinking water sources for years to come.. The new funds for eligible landowners are in addition to existing Early Actions provincial funding for early actions by property owners within 100 metres of a municipal well, or in the two-year time-of-travel capture area of that well, or within one kilometre of the surface water intake in Goderich. Eligible projects through Early Actions include confidential, fully-funded pollution prevention reviews for industrial and commercial properties and other projects, in addition to some of the projects already mentioned.&amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp;&lt;/p&gt;

			<link> http://www.sourcewaterinfo.on.ca/content/news.php?storyRef=166 </link> <description> &lt;p&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; A national magazine dedicated to Canadian water quality and stewardship has named a local drinking water source protection project manager as one of &quot;the people and ideas that are making a difference in Canada's waterscape and beyond.&quot;&lt;br&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Water Canada magazine announced this January its first Water's Next list of water achievements. The list recognizes people, businesses, innovations, and projects helping to protect water. The list of people includes Cathie Brown, Project Manager for the Ausable Bayfield Maitland Valley Drinking Water Source Protection Region. Other recognized individuals in the People category included Bob Dell, of The Water School; Peter Huck, University of Waterloo; Karen Kun, Waterlution; and Tim Morris, The Walter and Duncan Gordon Foundation. &lt;br&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Nominations for the featured achievements were submitted between July and October, 2010. A selection committee included water experts from across the country.&lt;br&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Brown was primarily recognized for her efforts to foster in-depth public engagement and education about water and drinking water source protection. She achieved this through development of six local, community-based community working groups, a municipal sub-committee, and a professionally designed learning program. Close to 100 people joined the working groups and more than 75 citizens completed the 15-module training program by 2009. Young people, water treatment managers, service station and business owners, farmers, shoreline and inland residents, county, library and health workers, and other interested citizens learned together, discussed issues side by side in a frank and positive manner, and worked on policy suggestions together.&lt;br&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The magazine quotes Larry Moore, Chief Administrative Officer of the Walkerton Clean Water Centre, as saying Brown &quot;doesn't just take a two-dimensional view of what communication and outreach can be.&quot;&lt;br&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The Chair of the Ausable Bayfield Maitland Valley Source Protection Committee, Larry Brown (no relation), said &quot;Cathie's unique approach to drinking water source protection planning has fostered a high level of understanding and support in our rural communities for the importance of protecting drinking water.&quot; He said she is &quot;well deserving of the recognition that this award brings to her as well as to the committee and people of the Ausable Bayfield Maitland Valley Source Protection Region.&quot;&lt;br&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The community working group program was educational for the participants but the working group participants also educated the source protection committee and the region about local concerns and suggested policies. Cathie Brown told the magazine that, &quot;It sharpened our ability to understand what people were thinking, and the things that maybe we'd overlooked in terms of issues and perspectives that we were going to have to address.&quot;&lt;br&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The magazine article about Brown said she believed watershed residents had to be involved from the beginning if they were going to have deep understanding of drinking water source protection and that a &quot;community development model&quot; was needed. She said the Province of Ontario is making it easier for people who live and work in this region (which includes parts of Huron, Bruce, Perth, Wellington, Middlesex and Lambton counties) to take positive actions to help protect local drinking water sources.&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The Ontario Drinking Water Stewardship Program &mdash; Early Actions program will provide financial assistance to eligible local landowners who take action to protect source drinking water by:&lt;BR&gt;-&amp;nbsp;Conducting pollution prevention reviews (voluntary, confidential, fully-funded environmental audits for small and medium sized businesses to safeguard water and reduce waste).&lt;BR&gt;-&amp;nbsp;Upgrading or decommissioning wells and septic systems&lt;BR&gt;-&amp;nbsp;Installing runoff and erosion control measures&lt;BR&gt;-&amp;nbsp;Implementing agricultural best management practices&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Eligible landowners at this time are residents located within 100 metres of a municipal well or located within the two-year time-of-travel capture area around the well. Landowners within one kilometre of the Goderich intake are also eligible. &lt;P&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The Ausable Bayfield Maitland Valley Drinking Water Source Protection Committee (SPC) approved the Proposed Assessment Report for the Maitland Valley Source Protection Area, and the Proposed Assessment Report for the Ausable Bayfield Source Protection Area, on Wednesday, April 28, 2010. &lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The completion of the assessment reports will be the second of the three major tasks the committee is required to accomplish, according to Chair Larry Brown. &quot;The committee is pleased to have adopted the proposed assessment reports and the information collected will help guide the committee as it develops source protection plans by 2012,&quot; he said.&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The information in the assessment reports will help the local committee keep your municipal drinking water clean. The reports are required under the Ontario Clean Water Act, 2006 for each source protection area in the region. Reg 287/07 &mdash; the General Regulation under the Act), but does not cover every provision contained in the draft regulation.&lt;/P&gt;
&lt;P&gt;As a part of the government's commitment to implement all of the recommendations of the Walkerton Inquiry, and to implement the source protection framework set out by the Act, the government is developing regulations under the Act to support the development and implementation of source protection plans across the province. &lt;P&gt;Members of the public have six public meeting opportunities between January and March to review and comment on new draft proposed assessment reports about drinking water source protection in Ausable Bayfield and Maitland Valley watersheds.&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The Ausable Bayfield Maitland Valley Source Protection Committee (SPC) announced on Monday, January 5 that the draft reports are ready for public review.&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &quot;The creation of these reports is a very important step forward in protection of our municipal drinking water sources,&quot; said Larry Brown, SPC Chair. &quot;The documents will tell us the number of potential drinking water threats in the two source protection areas and the committee will then be able to develop appropriate policies by 2012.&quot;&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The committee's first main task was completion of the terms of reference work plans, which were approved by the Ontario Minister of the Environment in June, 2009. Assessment report completion is the second main task for the local committee. The committee's third major task is preparation of source protection plans to be created by 2012. The conclusions of the assessment reports will help the committee as it prepares the plans.&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Assessment reports are required under the Ontario Clean Water Act, 2006 for each source protection area in the region. The reports describe the local watershed areas and available water supply, identify vulnerable areas where drinking water sources might face a risk of contamination or depletion, assess threats to drinking water within those vulnerable areas, and provide information necessary for the development of source protection plans by the source protection committee. &lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Copies of the draft proposed assessment reports are available for inspection at the offices of the Maitland Valley and Ausable Bayfield conservation authorities. &lt;P&gt;The committee won't have plans finished until 2012 but it is almost ready to release draft proposed assessment reports in January of 2010.&lt;/P&gt;
&lt;P&gt;These reports may affect you. That's why the committee will be hosting several public meetings in January, February and March of 2010.&lt;/P&gt;
&lt;P&gt;These meetings are your chance to find out about these reports, areas that are vulnerable to contamination, the number of potential significant drinking water threats in your region and much more important information about your water sources.&lt;/P&gt;
&lt;P&gt;The local source protection committee will post &mdash; by January of 2010 &mdash; two draft proposed assessment reports for the region. &lt;/P&gt;
&lt;P&gt;One report is for the watershed source protection area of Maitland Valley watersheds.&lt;/P&gt;
&lt;P&gt;The other report is for the Ausable Bayfield watershed or source protection area.&lt;/P&gt;
&lt;P&gt;Public comment on these assessment reports will be received and considered until March 12, 2010.&lt;/P&gt;
&lt;P&gt;What are assessment reports?&lt;/P&gt;
&lt;P&gt;Assessment reports determine areas where water may be vulnerable to contamination &mdash; because of factors such as distance from a municipal well or intake or the direction water travels or the type of soil.&lt;/P&gt;
&lt;P&gt;The reports are based on science and are requirements of the Clean Water Act, 2006.&amp;nbsp; &lt;/P&gt;
&lt;P&gt;The reports describe the physical characteristics of land in your area, land uses, where drinking water supplies are located, how much water is being used and how much is available for future uses, where vulnerable water supply areas are located, what issues exist (if any) and what threatens drinking water sources from overuse and contamination. &lt;/P&gt;
&lt;P&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The assessment reports will:&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &bull;&amp;nbsp; Identify the vulnerable areas near wells and intakes&amp;nbsp;&amp;nbsp; &lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &bull;&amp;nbsp; Identify the types of threats to water quality and quantity near wells and intakes&amp;nbsp;&amp;nbsp; &lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &bull;&amp;nbsp; List the number of significant drinking water threats&lt;/P&gt;
&lt;P&gt;Assessment reports provide your local source protection committee with information that will help determine how best to protect the quality and supply of your local water resources. Your input into these documents is very important because they are the basis for developing source protection plans and making local policy decisions for protecting drinking water. &lt;/P&gt;
&lt;P&gt;Each final report will be approved by the Ontario Minister of the Environment. &lt;/P&gt;
&lt;P&gt;Draft proposed assessment reports for the Ausable Bayfield and Maitland Valley source protection areas will be made public and posted online at sourcewaterinfo.on.ca and a hard copy will be available for viewing in each source protection area. &lt;/P&gt;
&lt;P&gt;Public meetings will be held in each source protection area to give people a chance to review the information and comment on it. &lt;/P&gt;
&lt;P&gt;After the draft proposed assessment reports are complete and approved by the Ontario Minister of the Environment, work will start on source protection plans for each watershed. &lt;P&gt;An estimated 220 people converged at a Goderich location on Tuesday, June 23 to hear one of Canada's foremost science journalists and broadcasters speak on water issues, climate change and the need for alternative energy sources.&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The Ausable Bayfield Maitland Valley Drinking Water Source Protection Region invited Bob McDonald, host of CBC radio's Quirks and Quarks and TV Ontario's Heads Up!, to speak to the public on water protection.&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; There is no other known world that can support human life, according to McDonald. &quot;It's very beautiful, it's exquisite, it's unique,&quot; he told the crowd at the Columbus Centre. The well-known author compared the Earth to the 'Garden of Eden' but he said it's a very fragile planet too. &quot;A (planet with a) thin film of water, a thin bubble of air &mdash; that's where we live.&quot;&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; He said the planet may look, from afar, like it is blue and has lots of water but he used a pitcher and a glass &mdash; removing the undrinkable water until only a drop was left &mdash; to illustrate that very little of the world's water is fit for drinking. &quot;Only 0.1 per cent of all the water in the world is available for us to drink,&quot; he said.&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; McDonald complimented the people of this region for their active local involvement in protecting the fragile sources of drinking water. He said Canada has so much of the world's scarce fresh water supplies that &quot;we are the water keepers.&quot;&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The speaker made it clear there is no doubt the planet's climate is changing. &quot;Yes, the Earth is getting warmer,&quot; he said. The problem is not just that the planet is getting warmer, he said, but that the planet is getting hotter at an unprecedented rate. The speaker's visuals, showing the accelerated decline in northern sea ice, painted a stark picture for the audience. The anticipated melting of permafrost is likely to release methane and pose a greenhouse gas impact ten times more severe than carbon dioxide, he said.&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The noted science journalist underscored the fragility of the planet but he also offered a message of hope. &quot;Look how far we have come, look what we have done, I think we can apply the same creativity and the same ingenuity and figure out how to get through this (and find) new ways to turn wheels, other ways to keep ourselves warm, other ways to move from here to there,&quot; he said. &quot;We've got to take care of this beautiful (planet) because that's all there is.&quot;&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Goderich Councillor David Yates introduced McDonald to the crowd. &lt;P&gt;More than 75 members of the public complete in-depth water protection program&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; More than 75 members of the public in the Ausable Bayfield and Maitland Valley areas have successfully completed a 15-module technical training program on drinking water source protection.&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Members of six local working groups, and a municipal sub committee, ended their year and a half of study this month. They then applied the knowledge they had acquired to the development of planning policy suggestions which they presented to the Source Protection Committee (SPC) on Tuesday, June 23. A thank-you barbecue was held that day to recognize the work and commitment shown by these community volunteers. Award-winning broadcaster and author Bob McDonald was invited to speak at the day's event and an estimated 220 people attended.&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The in-depth training program for members of the public is unique in the Province of Ontario. Technical and sector-based working groups exist in other parts of the province but the Ausable Bayfield Maitland Valley region developed a multi-stakeholder model of participation and a detailed program of study with the help of experts in the adult education field. This extensive program has enabled a wide cross-section of community members to acquire detailed technical knowledge which supports their active involvement in the planning process.&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The volunteers have met at least once every two months since February of 2008 and completed ten three-hour sessions to acquire technical knowledge related to drinking water source protection. They have also taken part in tours of municipal wells and intakes, sinkholes and attended a water conference called 'Backyard Briefs.'&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The working group members provided policy suggestions to deal with 21 different kinds of threats to drinking water sources. The working groups' recommendations to the Source Protection Committee are available online at sourcewaterinfo.on.ca &lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The Source Protection Committee (SPC) in the region is entrusted with the job of developing assessment reports in the coming year and local, science-based source protection plans in the coming three years to provide added barriers of protection to municipal drinking water sources. The committee will consider the input the working group members have provided as the SPC develops plans over the coming three years. SPC Chair Larry Brown thanked the working groups, on behalf of the committee, for their dedicated efforts to protect drinking water sources in the region.&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Working groups were located in the areas of Clinton, Listowel, Wingham, Parkhill, Exeter and Kingsbridge. The municipal sub committee included municipal representatives from throughout the region.&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The working group members have finished their learning program but they will be invited back on an ad hoc basis to provide feedback on the assessment reports being written this year.&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Working group members who have completed the adult learning program are eligible to register with Fleming College to pursue a Statement of Recognition. &lt;P&gt;In order to aid in the efforts of proper waste disposal the Municipal Hazardous or Special Waste (MHSW) Program was created.&amp;nbsp; The MHSW Program is Ontario-wide and will ensure that consumer products such as paint, solvents, used oil filters, single-use batteries, antifreeze, propane tanks, fertilizers, and pesticides are managed in an environmentally friendly manner once their lives have expired.&amp;nbsp; The target goal for this program is to divert more then 30,000 tonnes of potentially hazardous or special waste in the first five years.&lt;/P&gt;

The Source Protection Authorities for the Source Protection Region announced the selection of John Vander Burgt on Friday, December 19.&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &quot;We are pleased to welcome John to the committee,&quot; said Larry Brown, Chair of the SPC. &quot;John brings a great deal of technical expertise, and experience in the agriculture sector, to our committee.&quot;&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Vander Burgt is a Bachelor of Science in Agriculture graduate from the University of Guelph. He is a Dashwood-area livestock and cash-crop farmer, long-time consulting agronomist and certified crop advisor. He has served on the Parkhill Drinking Water Source Protection Working Group since its creation. He is also a Past President of the Huron County Soil and Crop Improvement Association.&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The newest SPC member will join two other representatives for agriculture: Keith Black and Rowena Wallace, who have served on the committee since its inception in the fall of 2007. There are, in total, three members on the committee representing agriculture. The other economic-sector representatives are Al Hamilton (Industry) and Gib Dow (Commerce).&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; There are five members of the committee representing municipalities: Marilyn Miltenburg (North), Ian Brebner (South), Meredith Schneider (East), Don Jones (West) and Jim Nelemans (Central).&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; There are also five members representing other sectors of the region: Matt Pearson (Environment), Bill Rowat (Environment), Mike McElhone (Landowner and Property Associations), Karen Galbraith (Public-at-large, Maitland Valley Source Protection Area) and Gerry Rupke (Public-at-large, Ausable Bayfield Source Protection Area).&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &quot;The committee now has 15 members representing the public, municipalities and different sectors in our two Source Protection Areas,&quot; Brown said. &quot;We are glad to have John at the table to bring his knowledge, questions, concerns and input.&quot;&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The Source Protection Committee (SPC) is entrusted with the job of developing Assessment Reports and local, science-based Source Protection Plans with policies to provide added barriers of protection to municipal drinking water sources.&lt;BR&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The new committee member fills the agriculture seat previously served by Mike Strang. &lt;P&gt;The event was called&amp;nbsp;'Backyard Briefs' and was held on Wedensday, Oct. 29. The event also featured special guests including Ontario's Chief Drinking Water Inspector Keith West. &lt;/P&gt;

			<title> Bruce Davidson, of Walkerton, brings home human, financial costs of not protecting water </title>
			<link> http://www.sourcewaterinfo.on.ca/content/news.php?storyRef=124 </link> <description> &lt;P&gt;The human and financial costs of not protecting our drinking water sources are far too great, according to a speaker at Port Blake on Wednesday.&lt;/P&gt;
&lt;P&gt;Bruce Davidson, of the Water Guardians Network and Concerned Walkerton Citizens, powerfully recalled the tragedy in Walkerton including the human health toll water contamination has taken on him, his family, and his community.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; A crowd of more than 80 people in an outdoor tent north of Grand Bend heard Davidson outline the chronology of events that led to the disaster and how it might have been prevented.&amp;nbsp; He painted a haunting picture of parents holding onto their children as they fearfully confronted the prospects for their children's lives and health &mdash; asking themselves, in Davidson's words, &quot;Is that the angel of mercy or is that the angel of death?&quot;&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &quot;The looks of parents clutching their children was unbelievable,&quot; he told a hushed crowd.&lt;/P&gt;
&lt;P&gt;Davidson also shared how the water contamination continues to leave an effect on the health of area residents today. He pointed to a memorial to the victims who had drunk water originating in Well 5 and he also pointed to a table showing $64.5 million in costs associated with the contamination of water there.&lt;/P&gt;
&lt;P&gt;Davidson was speaking to the local Ausable Bayfield Maitland Valley Source Protection Committee (SPC); directors of the Ausable Bayfield and Maitland Valley Source Protection Authorities (SPAs); members of the Municipal Subcommittee; members of six local, multi-stakeholder community Working Groups and members of the Huron County Water Protection Steering Committee. Davidson's talk was part of an educational visit to the Lake Huron Primary Water Supply (one of two surface/lake water intakes in the Source Protection Region), and a municipal well head in Zurich.&lt;/P&gt;
&lt;P&gt;Davidson is co-founder and vice chair of the Concerned Walkerton Citizens, a group which was formed in direct response to the Walkerton water tragedy in 2000. Since that time Davidson has made a multitude of presentations across Canada regarding the consequences of contaminated drinking water and the need to protect this vital resource. He also played a key role in the undertaking of two health studies in Walkerton, probing the ramifications of the consumption of contaminated water. &lt;/P&gt;
&lt;P&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Davidson said he passionately believes that sustainable safe drinking water is the greatest legacy that we may leave to future generations. He was an original member of the Walkerton Well Head Protection Committee following the water tragedy that occurred in that Ontario town in 2000. He currently sits as a public member of the Saugeen Grey Sauble Northern Bruce Peninsula Source Protection Committee. Davidson is also a member of the Brockton Environmental Advisory Committee and the joint Hanover Brockton Landfill Committee.&amp;nbsp; &lt;/P&gt;
&lt;P&gt;In 2004 he was elected to the Board of Directors of the Canadian Environmental Law Association (CELA) and is also a member of the Water Guardians Network of environmental non-governmental organizations across Ontario.&amp;nbsp; &lt;BR&gt;&lt;/P&gt; </description>

			<title> Draft regulations and technical rules for Assessment Reports posted online </title>

&lt;P&gt;The Ontario Ministry of the Environment has developed draft regulations and technical rules which set out the proposed requirements and methodology of completing the Assessment Reports. These proposed documents are now posted on Ontario's Environmental Registry.&lt;/P&gt;

This document is now available to the public during a 35-day comment period which ends June 10, 2008. Copies of the document are available at various locations and it is also posted online.&lt;/P&gt;
&lt;P&gt;The committee would like to receive your input on their draft proposed Terms of Reference at a public meeting on Wednesday, May 28, 2008.&lt;/P&gt;
&lt;P&gt;The Terms of Reference is a work plan to guide the creation of an Assessment Report and the Source Protection Plans; it includes municipal, Source Protection Committee and Source Protection Authority responsibilities, timelines, costs and lists which drinking water systems will be included in the plans.&lt;/P&gt;

&lt;P&gt;The ToR is a work plan to guide the development of the Assessment Report(s) and Source Protection Plans that the Ausable Bayfield Maitland Valley SPC will be preparing in the coming years. The ToR is the first of three major documents required under the Clean Water Act, 2006 by the Ausable Bayfield Maitland Valley SPC.&lt;/P&gt;
&lt;P&gt;This work plan outlines what tasks need to be completed, who will complete them (municipalities, Source Protection Committee or Source Protection Authority), timelines, and estimated costs. Also, the document will provide details about what local, residential municipal drinking water systems are about to be decommissioned - and therefore will not be considered as part of the planning process - and any non-municipal drinking water systems the municipality resolves to elevate for inclusion into the plan.&lt;/P&gt;
&lt;P&gt;Members of the public are invited to participate in public opportunities to review the document and provide feedback.&lt;/P&gt;
&lt;P&gt;The Draft Proposed Terms of Reference has been posted to this website today (Wednesday,&amp;nbsp;May 7) and there will be a comment period until&amp;nbsp;June 10, 2008. &lt;/P&gt;
