Assessment reports have now been approved, by the Province of Ontario's Ministry of the Environment, for Maitland Valley and Ausable Bayfield source protection areas.

The approvals were posted on Ontario's Environmental Registry on January 9, 2012.

Ausable Bayfield Maitland Valley Drinking Water Source Protection Committee (SPC) updated and amended assessment reports for the Maitland Valley and Ausable Bayfield Source Protection Areas. The reports were prepared following several public comment periods and consultation with municipalities, owners of properties where significant drinking water threats may exist, and the public.

The reports will be valuable as the local committee prepares source protection planning policies. The commencement of the preparation of planning policies was announced in February of 2011. Plans for the Maitland Valley and Ausable Bayfield source protection areas will be in place by 2012. Draft policies will be released for public consultation in the spring of 2012.

What is an assessment report?

Assessment reports identify vulnerable areas where some land use activities can, in certain circumstances, pose significant threats, to municipal drinking water sources, as defined by the Ontario Clean Water Act, 2006. The reports’ reference to threats does not mean there’s an immediate threat to drinking water on a landowner’s property, according to the committee. In this case, threat refers to any one of 21 activities which can, if not properly managed, pose risk, in certain circumstances, to municipal drinking water sources. Examples include sewage (such as septic systems), fuel storage (such as home heating oil), or other handling or storage of substances containing bacteria or chemicals. Assessment reports describe any municipal drinking water issues and list activities or conditions that are drinking water threats. The reports also identify each watershed within the source protection area, characterize quality and quantity of water, set out water budgets, describe groundwater and surface water flow, quantify water takings, identify significant groundwater recharge areas and highly vulnerable aquifers, and identify surface water intake protection zones and wellhead protection areas where contaminants on the surface have the potential to reach municipal water supplies, if not properly managed. Amendments:

The following are amendments incorporated into the reports:

• After additional work to look for drinking water conditions no significant conditions were found

• After consideration of those wells that would be considered transport pathways, where surface water contaminants have the potential to reach a municipal drinking water source, additional significant drinking water threats were assessed at 25 more properties in the region. Individual property owners were notified.

The following are changes incorporated into the reports:

• Modelling of an Intake Protection Zone 3 around the Goderich intake and Lake Huron Primary Water Supply (Port Blake/Grand Bend) intake – Modelling showed no significant drinking water threats from an events-based approach

• Tier 3 Water Budget for Goderich area will be postponed to a future updated assessment report

• Dense non-aqueous phase liquids are now assessed as significant threats only at commercial and industrial scales – This lowers number of significant threats in the region as most residential DNAPL threats are no longer assessed as significant
